NSLA Involvemnet with The NYC-TLC new
The NSLA was involved with LBOA, who spearheaded an effort to influence the recent NYC – TLC Rules Project in the past several weeks. The successful effort to have the proposed Rules changed was mounted because said rules would affect how we all do business and in some cases cause bases to close.
Our hats are off to LBOA secretary Mr. Guy B. Palumbo who invested the most time an effort. All the details follow.
Doug Schwartz NSLA President and Ray Toca NSLA Suffolk Director attended a meeting arranged by LBOA and the NLA on Friday, March 27th at the TLPA Spring Conference and Expo at the Grand Hyatt in Manhattan. The purpose of the meeting was for all associations regulated by the TLC to meet and discuss the best way to explain to the NYC - TLC our industry position and concerns regarding their new Rules proposals.
LBOA chaired this meeting and with input from those present, Mr. Palumbo published a Position Paper which was the basis for some other organizations to use in their discussions with the TLC.
We also worked diligently with several other associations to get 6 NYC Council Members to push the TLC to not vote on the rules. The TLC felt the pressure from the industry and politicians and finally negotiated directly to find solutions. The vote was yesterday and here are some of the points the group effort was able to WIN for YOU.
10 day notifications by certified mail for suspensions and revocation of licenses.
Use of additional names such as “premium” or “select”.
Integration of DMV & TLC chauffeur licenses to determine if a license is valid or current.
Only 1 TLC decal on vehicles required for Luxury Bases – others will need 3.
Display of driver’s and TLC license on driver side visor and not the back seat.
Terminate a vehicle and driver to be effective immediately and not wait 10 days.
Allow to dispatch trips to a licensed affiliate TLC base locally – local farm outs.
Change the point system – 4 for vehicles and 6 for the base.
Not hold the base responsible for chauffeurs who accept street hails.
TLC to develop a point-reduction program for bases and chauffeurs.
Change inspection requirements for out of state registered vehicles and the purchase of new vehicles.
Elimination of TLC procedures for revised off-street parking – current rules have not been changed.
There were many other word changes and clarifications made which will help the TLC to enforce and control illegal bases and vehicles and this will help the entire industry.
